GIMP is another free image editing software tool. It is more advanced than Paint.Net, if you need the added funcationality, and it supports linux as well as Mac OS X in addition to the standard Windows.

I think that because of the ease of post, WordPress is by far the most commonly used CMS. It does a good job too. Was nice to learn about this blog. A great review too.

Good and fair review.

Only one thing I would like to add: there is a community of Paint.NET plug-in developers, that make up for some of the features that are missing out of the box. All plug-ins are posted on the forum at http://paintdotnet.forumer.com/viewforum.php?f=16. Many of the effects you mentioned are available as plug-ins. For example, I created a drop shadow effect (and some others) that you can download from http://users.telenet.be/krisvandermotten/Downloads/PaintDotNetEffects.html.

This is a simple WordPress (http://www.wordpress.org) blog. I’m hosting it on my server, although you can have them host it at wordpress.com. However, I choose to host it myself so I could have the reviews.
